Candidate Slate for Enfield Board of Education

Imagine a school where every student starts the day feeling secure, supported, and ready to learn.  Teachers have the time, training, and resources they need to inspire confidence and growth in all children.  From safe crosswalks to modern facilities, every corner of our learning spaces say: we believe in you; you will succeed.

We are a team of committed community members running for the Enfield Board of Education because we believe every student deserves a safe, supportive, and high-quality education. Our public schools are at the heart of this community, and it’s time we lead with transparency, responsibility, and compassion. Our campaign is rooted in real concerns from families, educators, and students. We are running to put people—not politics—first.

Safety & Student Well-Being First

Every student deserves to feel safe—physically and emotionally—when they walk into school each morning. Over the past year, Enfield has seen a rise in 911 calls, school fights, and other safety concerns. At the same time, many of the staff who were trained to help students de-escalate and manage emotional or behavioral needs have been cut. While the district shifted to armed guards, we lost counselors, behavior specialists, and other professionals who prevent problems before they escalate.

Student safety requires a balanced approach of prevention, protection, and support. Our schools need stronger mental health services, more behavior intervention staff, and restorative practices that teach rather than punish. We are calling for transparency in safety data, better planning, and real collaboration with youth services. We also hear families loud and clear: safer school zones and better signage, especially near busy roads like Route 5, are long overdue.

Supporting Our Staff = Supporting Our Students

When educators don’t feel supported, students pay the price. This past year, many teachers and staff were moved to new roles or buildings without adequate support, and morale across the district has suffered. Special education staffing, in particular, is stretched too thin to meet students’ needs.  We know how important it is to intervene early—before learning gaps grow too wide. That’s why we’re committed to building stronger support systems in every school, with clear steps to track student progress and provide the help they need, when they need it. Across the district, we’re working to make these systems consistent, effective, and easy to use—so every student has a real chance to succeed.

Staff deserve respect, professional development, and time to collaborate. That means making space in the schedule for joint planning, investing in instructional support, and offering meaningful training—not one-size-fits-all programs. It also means listening to staff and making staffing decisions with transparency and purpose. A supported team of educators is the foundation of a successful school system.

Safe, Clean, and Accessible School Facilities

Even our newest school buildings are facing maintenance issues—and with recent cuts to custodial staff, cleanliness and safety are falling behind. Our schools should reflect the pride we have in our community, and that starts with basic upkeep, proper staffing, and long-term planning.

Well-maintained facilities keep property values strong.  We support reinvesting in custodial and maintenance teams to ensure clean, healthy learning environments. We also believe that the district’s PreK–5 planning process must be transparent, inclusive, and focused on building safe, accessible, and ADA-compliant facilities that serve all learners.

Strategic Vision Rooted in Real Support & Fiscal Responsibility

The district is currently working on a long-term strategic plan and a “Portrait of a Learner” focused on communication skills, mindset, and character. This is a promising opportunity—but only if the plan is backed by real investments in students and staff. We are committed to pursuing grant opportunities and implementing the budget in a way that prioritizes what matters most for our students and community.

The district’s vision must be grounded in everyday realities. That includes pushing for more mental health staff, better classroom support, and resources to help every student thrive. Our schools should not only prepare students for tests, but for life—through programs that build confidence, critical thinking, and community connection.

Family & Community Engagement That Matters

Families want more than just emails and announcements—they want to be true partners in education. That starts with respectful two-way communication and continues with real opportunities to shape the future of our schools.

We’re committed to creating more inclusive ways for families to engage with school leadership and to ensuring their voices are heard in every major decision. We also support strengthening partnerships with local youth services, mental health providers, and other community organizations that work directly with kids and families. When schools and communities work together, everyone wins.

Our Promise to Enfield

We are running to ensure that every Enfield student is safe, supported, and set up for success. We believe in open communication, thoughtful planning, and responsible budgeting—but most of all, we believe in the people of our district. Our schools are strongest when we listen to educators, empower students, and stand together as a community. With your support, we can build the schools Enfield deserves.

Safe Schools. Supported Staff. Successful Students.

Join us in making Enfield’s schools the pride of our town.

Her husband, who works in an elementary school, shares her commitment to public education.

Professionally, Amanda serves as a consultant with the Connecticut State Department of Education, where she supports schools across the state in building inclusive, accessible, and safe learning environments that reflect the diverse experiences of all students. With a master’s degree in social work and extensive experience partnering with districts, Amanda brings both practical and policy-level insight into what it takes to create sustainable change in education.

She champions long-term planning, not quick fixes, and is focused on solutions that will improve outcomes for students now and into the future.

Amanda is proud of her time on the Board but knows there’s more work to do. She is running again because she believes in the potential of every child and the power of strong public schools to shape a more equitable, connected, and successful Enfield.

ROSALEE BROCUGLIO - BOARD OF EDUCATION (Candidate)

Rosalee Brocuglio is a proud graduate of Enfield's public schools and an experienced educator with a deep commitment to equity and excellence in education.  She is product of Prudence Crandall, JFK, and Fermi High School; Rosalee understands firsthand the power of a strong local school system. Her journey—from receiving support at local institutions like the Enfield Food Shelf and Loaves and Fishes, to earning a Master’s degree in Education Policy and Management from the Harvard Graduate School of Education—reflects both the challenges many Enfield families face and the life-changing opportunities a great public education can provide.

Rosalee has dedicated her career to serving students and supporting teachers. As a current Responsive Classroom Coach, instructional leadership team member, and Leader in Residence at an elementary school in Springfield, MA, she brings both classroom experience and school leadership expertise to her work. Before returning to Enfield, Rosalee spent nearly a decade in Title I schools in Brooklyn, NY, where she led her fourth grade team to top performance in a competitive network as an assistant principal. Her leadership resulted in academic growth, improved teacher retention, reduced suspension rates, and stronger school culture—experience that she is eager to bring home.

Now running for Enfield’s Board of Education, Rosalee hopes to give back to the district that helped shape her. She believes every child in Enfield deserves the kind of transformative educational experience she had—and that every teacher deserves the tools, respect, and support to provide it. With her deep roots in the community, professional expertise in education, and unwavering belief in the power of public schools, Rosalee is ready to serve as a tireless advocate for students, educators, and families across Enfield.

DANIELLE GIRARD - BOARD OF EDUCATION (Candidate)

Danielle Girard was born and raised in Enfield and is a proud graduate of the Enfield Public Schools. Danielle and her wife Tammy, have been married for over 18 years, and are raising their two wonderful children here. After a short time living elsewhere, they returned to Enfield in 2016 to put down roots and raise their family. Danielle’s journey in advocacy truly began in 2018 after the birth of her daughter, who is on the autism spectrum. her personal experiences have fueled her commitment to supporting all families.

Danielle is deeply engaged in our community in many meaningful ways. She has made it her mission to ensure that families are represented in the town’s efforts and that Enfield’s leadership—both in the schools and local government—recognizes and values the rich diversity of our students and their families.

Over the years, she has served on several committees and continues to stay actively involved. These include Head Start at Stowe, PFLAG Enfield, the Parkman and Enfield Street School PTOs, and the KITE community. Danielle is also a graduate of the Parent Leadership Academy. In addition to committee work, she’s spoken at both Board of Education and Town Council meetings, advocating for inclusive, affirming practices and greater support for LGBTQ+ and special needs students and families. In 2023, Danielle was honored to receive the CREC Connecticut State Parent Involvement Award, a recognition given by her peers.

Danielle strives to be a positive force in the community, spreading kindness, love, and connection wherever she goes. Her goal is always to help people feel welcomed, supported, and informed.

Danielle is running because she believes that if you want to see change, you have to be that change. Advocacy doesn’t always require a spotlight—it’s often about quietly standing up for what's right, promoting equity, and defending human rights. One of the most powerful lessons Danielle has learned is that not everyone will agree with your voice or your message. But if you can open even one person’s eyes or change one heart, you've made a real difference.

Do what is right, not what is easy.

BOBBIE KINER - BOARD OF EDUCATION (Candidate)

Roberta "Bobbie" Kiner wants to ensure that the classroom is a welcoming, nurturing, and safe place where our children’s love of learning begins and grows. She is a mother, a grandmother, and a retired teacher of 30 years.

Bobbie’s experience teaching in both Middle and High School and tutoring in an elementary school has made her acutely aware of the diverse needs of today’s students. Students come to school with different learning styles as well as unique emotional needs that educators must consider on a daily basis.

Bobbie is running for the Board of Education to begin to heal the results of a repeatedly underfunded school budget. This led to devastating cuts which resulted in overcrowded classrooms, overworked and unsupported staff, elimination of some excellent programs and teachers, and unmet needs of many of Enfield students.

Educators, families, local and state governments need to work together to enable students to reach their full potential. We need to equip and support our students to compete and excel in our increasingly diverse and global society, and Bobbie wants to be part of that team.

KELSEY McGUIRE-BRUCE - BOARD OF EDUCATION (Candidate)

Enfield has always been Kelsey McGuire-Bruce’s home. She grew up here, attending Enfield Public Schools, playing rec sports, dancing at Riley’s, and participating in the same community events she now brings her children to. Kelsey is proud to be raising her family here, just as she always dreamed. She is a daughter, a sister, a mother, a teacher, a friend, a community advocate, and so much more.

For as long as she can remember, Kelsey has wanted to be a teacher, giving back to students the same way her teachers gave to her. After college and grad school in Boston, she returned home to Enfield, where she and her husband, Russell, started their life together. They moved into an apartment, bought a home a few years later, and are now raising their 4-year-old twins, Shea and Mackenzie, in the town they love. Along the way, Kelsey has stayed deeply involved in the community—volunteering at school events, serving as a director for town celebrations, and supporting local organizations. These experiences have only strengthened her love for Enfield and her commitment to serving it.

Her 13-years teaching in Enfield has been incredibly rewarding where she built strong relationships with students and families, always striving to be a supportive and consistent presence in their lives. Kelsey feels honored to be part of the village, helping to raise such amazing kids. That’s why deciding to leave Enfield Public Schools this past June was the hardest choice she has ever made. She no longer felt she was growing as an educator, no longer aligned with the district’s direction, and most difficult of all, she no longer felt valued in the ways that matter most to an educator.

Still, Kelsey never stopped standing up for what she believes in. Kelsey has been a consistent voice for our schools—advocating, speaking out, organizing others, staying informed, and supporting candidates who prioritize students, teachers, and public education. That work won’t stop, because she believes deeply that every child deserves the chance to succeed. We must fight for schools that support all students, ensure both teachers and students have the tools they need, and hold educators and administrators to high standards. Advocacy matters—and Kelsey is committed to being part of the change our schools deserve.

They say when one door closes, another opens. While Her time teaching in the classroom in Enfield has closed, the door has opened to a new role with Enfield Public Schools as a candidate for the Board of Education. She refuses to let the progress of our education system be hindered and left to falter. These are the schools that shaped who she is and these are the schools her own two children will attend in just one short year.

That’s why she is taking a leap and running for the Enfield Board of Education.

Kelsey is ready to listen, advocate, and act. She believes deeply in our community and in our schools, and she won’t stop fighting until they are places where quality educators want to work, every student has the tools they need to succeed, and all families feel respected, welcomed, and valued.

Kelsey hopes to earn your trust—and your vote
